MINUTES  OF  THE  12th  MEETING OF THE STATE ADVISORY  COMMITTEE OF MIZORAM

            The 12th Meeting of SAC, Mizoram was chaired by Mr.A.Chhawnmawia IDES (Rtd.) Chairman, SAC. He informed the members that the Commission’s Member representing Manipur, Mr. N.Shyamsunder Singh could not attend the Meeting as he was to take Oath of Office and Secrecy before the Hon’ble Union Minister of State (Power) Independent charge on the same date at 10:30 am.

 

            After welcoming the Members, the agenda wise deliberation was started.

 

  1. Confirmation on the Minutes of the 11th Meeting of SAC Mizoram:

 

The Chairman requested the Members kindly to comment on the observation made in the minutes and after obtaining nod from the members, the minutes of the Meeting was declared as confirmed.

 

 

  1. Actions taken on the Survey and Investigation of the consumers:

The Chairman requested the P&E Department to give a brief report on the actions taken by them on the conduct of Survey and Investigation of the Consumers in Mizoram.

Mr. L.Pachuau, Chief Engineer (Distribution) representing Engineer-in-Chief, gave a brief report of the Survey being undertaken by the Department informing the Meeting that consumer survey is a mandatory requirement under the R-APDRP Scheme for reducing AT&C losses. R-APDRP is a centrally sponsored scheme. The scheme comprised of two parts – Part-A & Part-B. Part-A of the scheme is dedicated to establishment of IT enabled system for achieving reliable & verifiable base line data system in all towns, with population greater than 10,000 for Special Category States like Mizoram Under Part-A, 9 towns, viz. Kolasib, Aizawl, Serchhip, Saitual, Khawzawl, Champhai, Lunglei, Lawngtlai and Saiha are covered. He further stated that consumer survey was already completed in Kolasib which has been selected as a Pilot Town and consumer survey shall be completed in other 8 Towns also during the current FY 2013-14 as per the programme. He informed the Meeting that this scheme covers computerization of energy accounting from which billing efficiency and collection efficiency can be constantly worked out to achieve AT&C loss to the level at 15%. Part-B deals with regular Sub-Transmission & Distribution system strengthening under which DPR amounting to about Rs 350 crores has been submitted. He further stated that the report on unauthorised use of electricity has been submitted to the Office of the Engineer-in-Chief. Then, on Chairman’s request to give a report, Mr. B. L.  Tlumte, EE (Comml) informed the Meeting that details of unauthorised use of electricity could not be given due to short notice period for this Meeting.   

Professor J.H.Ramnghinglova, Mizoram University enquired when will the RADPRP Scheme will be completed. The Chief Engineer (Dist) informed the Meeting that the Scheme will be completed during the current Financial Year. The Professor also requested the Department that careful Survey and Investigation should be done by P&E Department involving technical people on the Survey.  The Chief Engineer (Dist) replied that Survey is done by contractor using the locally available persons. Professor further enquired whether there is any monitoring agency on the contractors. The Chief Engineer (Dist) replied that fortnightly Progress Report is being sought from the contractors and monthly monitoring meeting is held at N.Delhi. The progress of the Scheme is also monitored by internet, website and e-mails. He further informed the Committee that he is the Nodal Officer in the Scheme. The Chairman requested the P&E Department to submit the Detailed Progress Report on the Survey and Investigation done by them along with list of unauthorised use of electricity.

On the business plan and power purchase plan the Chairman enquired whether the P&E Department has a business plan which is crucial for the re-structuring of the Department. Mr. V. Rodingliana, SE (Commercial) P&E Department informed the Committee that a proposal for preparation of business plan is being initiated only. The Committee further discussed the power purchase plan of the Department and the Chairman highlighted that this plan is required for fixing of the tariff and it is a mandatory requirement. The Chief Engineer (Dist) informed that average power shortages during lean period can be foreseen and steps can be taken for procurement of more power during the lean period. Additional Power Procurement through Indians Energy Exchange (IEX) or Power Exchange of India (PXI) on the condition that funds are available with the Department for which proposal is required to be initiated in advance.

 

  1. Voltage unbalance in the Distribution System:

 

 Initiating the Agenda, the Chairman mentioned that some phase voltages in the distribution system in Mizoram are extremely low affecting electrical equipments. On his request to open the agenda, Mr. L. Pachuau, Chief (Engg), JERC M&M, informed the Meeting that the Commission’s office at Khatla has experienced a number of times its office appliances not functioning because of very low voltage in some phases. He further stated that this has been the case in some other areas also where sensitive machines and appliances are run particularly in commercial and industrial areas. He requested the Department to highlight the steps they take to minimize the voltage unbalance in the Distribution system. The Chief Engineer (Dist) informed the Meeting that it is not possible, with the existing functional set-up of the distribution system particularly in Aizawl area, to maintain power supply with proper balance voltages and to identify the responsible Officer for losses in areas where high electricity loss occurs. He further stated that the Department is examining the possibility of restructuring the distribution system for better management with the existing staff and man-power deployment. He is hopeful that this kind of low voltage problem will be solved after restructuring and completion of the existing works taken up under R-APDRP.

Mr.Lalrambuatsaiha, President, MJA also cited that this kind of unbalanced low voltage has caused tremendous problem in the newspaper printing works in their printing press.

Mr. _ Sailo, representing Mizoram Consumer’ Union also enquired the status of Power Purchase bills payment till date. Mr. V. Rodingliana, SE (Commercial) replied that monthly bills have been paid as and when approval is obtained from the State Government and the monthly power purchase bill of Mizoram is about Rs 10 to 12 crores at present. The Chief Engineer (Dist) supplemented that non- payment of the monthly bills on time has resulted in huge surcharge and every possible effort has been made for early payment of bills to get the benefit of rebate.

 

 

 

 

 

 

            Recommendations:

 

1)        The Committee recommends that the Survey and Investigation taken up by the Department should be completed during the time fixed i.e. current FY 2013-14.

2)        The Department should carefully monitor the works of contractors on the work done on the R-APDRP Scheme.

3)        The Department have to submit in the next meeting detailed report on unauthorised use of electricity.

4)        The department shall make power purchase plan for the whole year and proposal be submitted to Government to avoid load shedding due to shortage of power in the State.
