No.H.13011/17/10-JERC: In exercise of the powers conferred under Section 50 read with Clause (x) of Sub-section (2) of Section 181 of the Electricity Act, 2003 (36 of 2003) and in public interest, the Commission has made draft notification on Joint Electricity Regulatory Commission for Manipur and Mizoram (Electricity Supply Code) (Third Amendment) Regulations, 2016 to amend the JERC for Manipur and Mizoram (Electricity Supply Code) Regulations, 2013. A copy of the draft notification is available in the office of the Joint Electricity Regulatory Commission for Manipur & Mizoram, TBL Bhawan, E-18, Peter Street, Khatla, Aizawl; The Engineer-in-Chief, Power & Electricity Department, Mizoram, Aizawl and The Managing Director, Manipur State Power Distribution Company Limited, Keisampat, Imphal, Manipur to be seen by any interested person during office hours on any working day. Notice is hereby given under sub-section (3) of Section 178 of the Act read with the Electricity (Procedure for Previous Publication) Rules, 2005, inviting comments/suggestions/objections on the draft notification which may be sent to reach the undersigned latest by 5th February, 2016 for consideration while finalizing this draft notification.

No. H. 13011/17/10-JERC: In exercise of powers conferred under Section 50 read with Clause (x) of Sub-section (2) of Section 181 of the Electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, the Joint Electricity Regulatory Commission for Manipur & Mizoram hereby makes the following Regulations to amend the Joint Electricity Regulatory Commission for Manipur & Mizoram (Electricity Supply Code) Regulations, 2013 (hereinafter referred to as “the Principal Regulations”), namely;
1. Short title and commencement
- This Regulations may be called the Joint Electricity Regulatory
Commission for Manipur and Mizoram (Electricity Supply Code) (Third Amendment) Regulations, 2016.
(2) This Regulations shall extend to the whole States of Manipur and Mizoram and shall apply in relation to all matters falling within the jurisdiction of the Commission.
(3) This Regulations shall come into force from the date of their notifications in the Official Gazette of the concerned States.
2. Amendment in Regulation 4 of the Principal Regulations:
Clause 4.37(2) of the Principal Regulations shall be substituted as below:
(4.37) Charges for the above mentioned works to be paid by the applicant in accordance with the Estimate prepared by the Licensee on the basis of their approved Schedule rate/Store issue rate/Present market rate duly approved by the Commission as per Clause 4.117 of this Electricity Supply Code Regulations.
Provided that if the applicant wishes to carry out the works himself, he shall be permitted to do so under supervision by the licensee’s official. Adhering to the estimate and layout approved by the licensee, the applicant can get the work of drawing of service line from the licensee’s distribution mains up to his premises and the work of extension of HT/EHT line, Distribution or HT substation and LT line only through an eligible Licensed Electrical Contractor (LEC). In such case the consumer himself shall procure the materials. The material should conform to relevant BIS specifications or its equivalent and should bear the ISI mark wherever applicable. The licensee may ask for documentary evidence to verify the quality of materials used:
Provided further that if the applicant chooses to get the extension work done on his/her own, he shall bear only supervision charges as per the Estimate prepared by the Licensee on the basis of their approved Schedule rate/Store issue rate/Present market rate:
Provided further that if the applicant chooses to get the extension work done on his own, he shall get the work done within the timeframe specified in clause 4.41 of this Code, failing which the licensee may, on giving 15 days’ notice, treat the application form for supply as cancelled.
